The Hudson River Park Trust came to St. Paul's Chapel last night to pitch its latest study in favor of residential and hotel construction on Pier 40. And of the more than 200 people who showed up, there were?not many at all in favor of the Pier 40 construction. Attendees were bigger supporters of a Park Improvement District that could use property taxes from new developments to fund the park.
