"I think this could actually work. Not like London has any particular attachment to ferris wheels; the London Eye is barely a decade old. And, given the enormous popularity of the Staten Island Ferry as a tourist activity, this is actually viable if it's within a very short distance of the ferry terminal. (Plus, it would get the tourists, who otherwise get a major tourist attraction for free in riding the ferry, to spend money, always a good thing for the local economy.)
