The only problem is that the lamps are so old that if they're turned off, they may never turn back on again. Brewer and the Parks Department both claim that fixing the lights is the responsibility of the Department of Transportation. The DOT, meanwhile, claims to have already fixed the lights. And yet, the lights remain on.
