One of the city's best private rooftop gardens is hidden through a master bedroom on West 23rd Street?and after more than three months on the market, it still hasn't found a buyer. The layout is odd?the apartment is a duplex set up as a one-bedroom with a large den?and maybe that's part of the problem. Or maybe it's the price. We'll have a clearer sense soon, since the price was just chopped $500,000, or 11 percent, to $3.995 million. Ordinarily a chop of that size wouldn't catch our attention, but we're not-so-secretly hoping this place and its 1,600 square feet of greenery drop into our price range.
