A public hearing by the NY Housing Development Corporation was sparsely attended, but revealed that apartments at the maybe-modular debut Atlantic Yards residential tower will probably be small and expensive. Delays in the development have allowed the area median income (AMI) to increase, tilting the mathematics of affordability against lower-income people, and Forest City Ratner is promising affordable housing in return for subsidized bonds to finance the project.
