"Of course they would have finished. The reason projects stalled was because they lost financing--money that would have been invested in the private sector fled to safety in government bonds. Since the city would have built most of the venues, financing wouldn't have dried up. It probably would have been a huge boon for the city economy to have continued massive construction ongoing during the bust. Would have kept the construction industry from complete collapse, anyway.
