Why is 3 World Trade Center still stuck at eight stories tall? It might have something to do with the fact that developer Silverstein Properties can't find any tenants. Because of a two-year deal Larry Silverstein has with government agencies, he can't build any higher until he finds someone who actually wants to take at least 400,000 square feet of space in the building.
