Hotelier Andre Balazs won over the neighbors with his plans for the Standard East, aka the former Cooper Square Hotel. Now the hotel has filed applications for construction work to close the second-floor bar and turn it into one 2,054-square-foot space, to transfer the bar's liquor license to an outdoor cafe, and to extend the lobby.
