Does JPMorgan Chase have a right to keep fences up at Chase Manhattan Plaza? The fences, held in place by sandbags, were put up in mid-September, perhaps due to concerns about Occupy Wall Street, and have already been subject to one lawsuit over the Department of Buildings' refusal to release plans for the plaza's renovation to the public. Opponents of JPMorgan Chase's behavior argue that keeping the plaza closed violates the spirit of its landmarking. [NYT]
