CHELSEA?Once again, the High Line will be opening the undeveloped rail yards to visitors during Open House New York, but this year the park is adding an additional weekend of tours. The tracks are still overgrown with grasses and wildflowers, but they'll be developed into the High Line's third and final section. Reservations for the first weekend, October 6-7, will be made through OHNY's website, and reservations for the following weekend, October 12-13, will be available through the High Line's website beginning on September 27. BED-STUY?The Shelton, a 14-story affordable housing co-op, is now 70 percent sold. The new development has 83 units for low- and middle-income families.
