The city's housing authority has a new plan: to lease out some of its "underused" land to luxury condo developers. If this doesn't seem to match the mission of an affordable housing agency, the NYCHA will require developers to include some unspecified amount of affordable units in their buildings. Those buildings will be constructed on 25 Manhattan sites?vacant lots, parking lots, or non-residential admin buildings. [NYDN]
