It seems that the city forgot to ask permission of Coney Island property owner Horace Bullard before they issued an RFP for development on his land. The site was once home to the Thunderbolt roller coaster, and the city wants to put new rides there. But Bullard says he's not budging until the city pays up. Nearby land sold for about $90 million, and thats what Bullard is expecting.
