Visitors to the Rockaways find it irritating that on-street parking is strictly prohibited, when lot parking at Jacob Riis Park costs a recently doubled $10 per day. The Times finds out that there's more to keeping riffraff from crowding the sidewalks that has locals supporting a street-parking ban: a lack of bathrooms near area beaches means that visitors who park outside of the public lots tend to use neighborhood streets as changing areas, or worse.
