The Columbia Street Waterfront District?not quite Carroll Gardens, not quite Red Hook?has come into its own in recent years with a slew of popular restaurants and shops, but it still suffers from being cutoff from the rest of the borough because of the BQE. A neighborhood coalition is trying to change that with an art contest to increase the nabe's profile.
