The lease terms for Howard Hughes's redevelopment of Pier 17 may be approved, but local residents want you to know that the megaproject isn't a done deal. The ULURP process has yet to being, and CB1 officials say they will raise a number of issues when they review the plan. Chairman John Fratta believes that the developer's masterplan, which the board has not seen, will include a tower where the historic Tin Building and New Market Building stand, "which our community, of course, is going to be opposed to."
