Hudson Square, Chelsea Market, Greenpoint?there's a lot of zoning going on this week in the city. Add to that list Bed-Stuy and West Harlem, two neighborhoods that have just been downzoned. This will limit development on the historic, brownstone-lined side streets while pushing bigger projects to the avenues, where buildings can reach up to 12-stories high.
