The Mods Must Be Crazy

The 32-story modular residential tower in Atlantic Yards that Forest City Ratner has been talking up for almost a year is still a possibility—if those pesky unions would just agree to take a pay cut already. The union negotiations seem to be the only thing holding up the project, which was originally supposed to begin construction early this year and finish within 18 months due to the "dual tracking of construction" where workers would simultaneously build the modules in a factory and the building's steel frame on site.
