FINANCIAL DISTRICT?The Winter Garden of the World Financial Center is set to get an artsy light show, starting on January 22. Artist Anne Militello created Light Cycles, a display that will fill the ten-story atrium with strands of mirrored discs embedded with LED lights to create a kaleidoscope of color inspired by the aurora borealis. GRAMERCY?It's been a couple months since we checked in on 160 East 22nd Street, a 21-story condo by Toll Brothers, so we were pleased to see an update about the site hit our inbox. Unfortunately, there's not much to report. "Toll Brothers started digging it up over 6 months ago, and they JUST started pouring some cement for a foundation last week and they are still moving dirt around," says our tipster, who lives across the street. "I have never witnessed such a SLOW building process. I don't know how the hell they can start sales in early spring if they don't start building the outer freakin' structure at least."
