For some New York neighborhoods, pursuing a widespread rezoning is the path to change. But for others, rezonings are a way to keep things the same. The East Village is currently considering a rezoning to limit the number of large clubs and bars to prevent the once-gritty area from turning into the Times Square of nightlife.
