Brooklyn's City Point development has come under fire for using nonunion construction workers, and the second phase, which breaks ground this week, will continue using a mix of union and nonunion workers. This "underscores how the city's powerful construction unions are losing their grip on development projects," but developer Acadia Realty Trust says using nonunion labor lets them hire more minority and women construction workers. The second phase consists of 670,000 square feet of retail space and 700 apartments. [WSJ]
