The proposal to rezone 60 blocks in East Harlem is chugging along, with CB 11 pinning down more details of what they want. The plan would create a commercial corridor along Park Avenue and allow for construction of taller buildings in exchange for permanent affordable housing. Madison Avenue, on the other hand, would be down-zoned to preserve the low-rise character of the neighborhood.
