Landlords unwilling to pay to make core repairs to their buildings may soon be facing a tougher fight. City Council is expected to approve a bill today that will all the Dept. of Housing Preservation and Development to order landlords to fix structural issues instead of just making simple cosmetic repairs?like finding the source of a water leak rather than just re-plastering the walls. The bill also aims to stop investors from picking up crappy buildings and flipping them for a profit without making major repairs. [WSJ]
