Pending an imminent rubber stamp from Mayor Bloomberg, Soho will get its Business Improvement District this week?despite a protracted, years-long battle between supporters and opponents. Under the BID, residential property owners and business owners will pay into a fund and then use the monies to tackle the area's nagging issues: overcrowding due to shoppers and tourists; an abundance garbage (likely produced by those same visitors); and the proliferation of street vendors and food carts. Some thought that retail store owners, being the primary culprit, should take on the financial burden, but those who own their own apartments will, in fact, be shouldering half the bill.
