The moment of truth is here for One World Trade Center. The Council on Tall Buildings and Urban Habitat will soon decide if the tower actually reaches the much touted superlative height of 1,776-feet. The big question is whether or not the building's 408-foot steel topper is considered a spire, something that is part of the building's structure and counts for the height, or just an antenna, which does not count. Had the Port Authority kept the spire's white shell, there would be no question, but it was dropped to save money. [WSJ; previously]
