In order to renovate the heating and cooling system of affordable co-op Penn South, workers need access to every apartment to replace infrastructure, but the seemingly simple task becomes very complicated and expensive when a resident is a hoarder?and dozens of hoarders have been discovered in the 2,820 occupied units.
