Outgoing still-in-charge City Planning Commission chief Amanda Burden praised Bill de Blasio's plan that would require all landlords to include affordable housing in their projects, but cautioned that the extra regulations might carry too great a cost for developers and put a damper on construction down the line. The current rules allow a developer to build bigger if just 20 percent of the project is affordable housing. Mandatory inclusionary housing, as it's called, has been one of the pillars of de Blasio's campaign.
