Governor Cuomo has until midnight tomorrow to make a decision about the controversial bill on his desk: whether Hudson River Park should be allowed to sell air rights to waterfront developers in order to alleviate its financial woes. Among the most prominent concerns: preservationists fear waterfront overcrowding; others have flagged conflicts of interest with members of the board; and everyone's worried about how new riverside projects will withstand future storms like Sandy.
