Governor Cuomo signed into law yesterday a bill that will allow the financially floundering Hudson River Park to sell its air rights to developers in adjacent neighborhoods. Preservationists and residents are concerned about what this means for historic areas like the West Village and Tribeca, but they know this is just the beginning and the plan of the park Trust could change.
