More than a few stalled projects have returned from the dead this yearaccording to a report from the New York Building Congress, 80 once stalled construction sites are now back in action. Citywide, the number of stalled sites sits at 610, a 12 percent drop from last year. Manhattan saw a 26 percent drop to just 90 stalled sites, while Brooklyn is still home to the most, with 267 suspended projects. Even so, that's a 17 percent decline from November 2012.
