When Governor Cuomo approved a controversial bill that would allow cash-strapped Hudson River Park to sell its air rights to projects in adjacent neighborhoods, everyone expected green space advocates and anti-development/waterfront high-rise types to make the biggest stink. That's happened, of course, but in an odd tangent two boat companies have filed a lawsuit fighting the legislation. Circle Line and World Yacht claim a charge of $2 per passenger on commercial vessels that use the park's piers, a subtle sub-point also included in the new law, is unconstitutional.
