After a "series of fires" damaged the rent-stabilized apartments in a Brownsville building, landlord Yuen Ip renovated the units (what a nice guy!) and then changed the locks (oh) and refused to let the tenants back in, in spite of the city's warnings. The tenants showed up with a locksmith and their attorney and reentered three of the apartments (a fourth had already been rented to someone else at market rate).
