Greenpoint's councilman Steven Levin defends his contentious assent to allow taller towers at the major waterfront development planned for 77 Commercial Street. In exchange, Levin holds, the neighborhood will get $9.5 million to build a park along the East River (which includes $14 million to move the city vehicles currently sitting on that site), as well as a commitment that 200 of the 720 apartments in the two high-rises will be "affordable," reserved for for people making from 40 to 125 percent of area's median income.
