Though East Harlem remains a bit less friendly to newcomers than its western neighbor, changes are still afoot.
Plans for an eight-story, 16-unit building at 168 East 100th Street have been percolating for a few months, ever since the developer HDMI Holdings LLC purchased the property and the five-story building next door for $900,000 and $1.96 million in 2012 and 2011.
According to plans filed in June, the 19,159-square-foot building will be designed by Melamed Architect. However, designs are subject to change, after the plans were nixed in November.
