For three months, the construction site at Pier A in Battery Park sat quiet because of a funding dispute between Comptroller John Liu and the Battery Park City Authority, but the two parties buried the hatchet on Monday. The original budget for the renovation was $36M, and BPCA was supposed to pay for cost overruns, but they had to spend all their extra money on Sandy repairs.
