Sam Chang is in contract to purchase a 10,000-square-foot Midtown West parking lot with 75,000 buildable square feet for somewhere north of $30 million. Chang says that he has no specific plans to build anything on the site yet, and also, as is his wont, claims that he's going to retire imminently.
