City Council jumped the gun in filing a lawsuit to stop the New York City Housing Authority from leasing land to private developers. A judge dismissed the lawsuit, calling it "unripe" and noting that the Council filed the suit prematurely. This type of suit can only "be brought to challenge a final agency determination or action," so City Council may very well re-file if/when NYCHA approves a developer. [Capital NY; previously]
