News of an improving townhouse market seems to have made its way to 54 East 64th Street. Last year, the house?formerly the home of the New York Observer and a one-time Kips Bay Decorator Show House?was asking $20 million (or hinting at it, anyway). It's now back on the market for $28 million under the guidance of superbroker Dolly Lenz. Holy recovery! The home's previous owner, recession-hit real estate investor Derek Quinlan, sold it for just $20 million himself.
