John Sacchi, the former tenant of a rent-stabilized apartment on the Upper East Side, has hit his ex-landlord with a $24 million lawsuit over the interest on the security deposit he paid more than 40 years ago. Per Rent Guidelines Board rules, the interest on a security deposit belongs to the tenant, and the lawsuit alleges that Sacchi and thousands of others are due unpaid interest from Elyachar Properties.
