Upper West Siders are seething about construction sites in the area that are permitted to bang 'n' clang until 2 a.m. on weekdays and Saturdays, and until 7 p.m. on Sundays. Turns out building owners can apply for special permits that allow them to work practically 'round the clock, making peace and quiet rare commodities and rants a common occurrence for those neighborhood residents who live near works-in-progress. It's a particular problem at the Apthorp, a classic that underwent major ownership/conversion drama and has already seen its share of protests. Both elected officials and plain old citizens have filed complaints with the Department of Buildings, which has the right to revoke permits and curb contractors' activities?but sadly these mad-as-hell UWS folks want a good night's sleep faster than the city's bureaucracy works.
