A developer is hoping to turn a former garbage truck garage on Rutledge and Heyward Streets in South Williamburg into an 83-unit residential building, and is doing so by way of pricing promises. The developer claims he'll peg prices to those of nearby apartments and keep his units below market rate; he can't go the traditional subsidized affordable housing route because it will be too expensive to decontaminate the site.
