From the start, tenants of Pier 17 have not been pleased with Howard Hughes' plans to tear down the shopping mall and build a new one, and now at least three tenants have sued the developer. Tenants argue that Howard Hughes is using Hurricane Sandy damage as a way to push out tenants it no longer wants.
