Hundreds of tenants displaced after Hurricane Sandy who still can't return to their homes will be moved from temporary housing in hotels to rent-free actual apartments, according to the Journal. The plan, developed jointly by FEMA and the city's Housing and Urban Development department, will affect 336 households.
