NYCHA's plans to lease land in public housing complexes to private developers has caused a huge fight between the authority and the tenants. The tenants fear losing light and air to new, market-rate high rises, and they believe that NYCHA will move forward with the plans regardless of public input, which has called for a full ULURP and more detailed examination of the plan.
