Talk of expanding the 7 train to New Jersey has irked some public transit-hungry areas of NYC's outer boroughs. Officials in Staten Island, for one, think they should get a connection to Manhattan before Jersey, but would that really be worth it? Since 1990, the number of S.I.-to-Manhattan commuters grew by just 4 percent. Meanwhile, trips within the Island grew 32 percent. So if S.I. really wants more transit, an intra-island rail makes more sense. [SAS; previously]
