FINANCIAL DISTRICT?A reader sent along the above vertigo-inducing photo, which was taken from the 103rd floor of One World Trade Center. That puts this view above what we saw from the 100th, 101st, and 102nd floors when we previewed the future observation deck. ELMHURST?A $27.8 million library in Elmhurst, Queens, reached the topping-out milestone this morning as the construction team placed the final steel beam atop the structure.
