The Department of Buildings has rejected the latest permit application to convert the former P.S. 64 building (more recently an arts facility) into dorms for some unspecified group of students. Developer Gregg Singer insists the denial is just routine?though neighbors wish otherwise?because the project hasn't gone before the Landmarks commission yet.
