After residents of 99 Bank Street filed a lawsuit against the city over the placement of a 31-bike docking station outside their building, the city trimmed the rack by four slots. Weirdly, workers did it with no explanation in the middle of the night. At 2 a.m. Tuesday, crews removed four racks directly across from 99 Bank's door and placed a large rock at the end of the station to stop cars from plowing into the bikes. [NYDN; previously]
