Two Trees' plan to bring a 300-unit tower to the BAM Cultural District could be foiled by councilwoman Letitia James. Long a supporter of the project, James now says she will oppose the development if more affordable housing is not included and all construction workers are not paid "prevailing wages" (basically union level pay). The cultural groups that stand to get space in the project strongly oppose James, as does Two Trees (duh), who says prevailing wages would raise construction costs by 30 percent. If no agreement is reached and City Council does not approve the rezoning tomorrow, Two Trees plans to build as-of-right, which would mean no affordable housing and no cultural space.
