Mayor Bloomberg's controversial plan to lease public housing property to private developers to build apartments has drawn criticism from tenants, local politicians, and housing groups. Officials say that Bloomberg is trying to rush the plan to get it approved before his term is over. "The mayor is leaving. Why start this now?
