Remember how, pre-Giuliani, New Yorkers were in something akin to the danger zone kinda all the time? (Not that one.) Now, post-Sandy, one in three city denizens lives in an evacuation zone, according to a revised plan released today. Out with Zones A, B, and C; in with "a six-part, numbered evacuation zone system that includes 37 percent of the city's population, 175 New York City housing authority projects, 25 hospitals and 69 nursing homes."
